This USAF Request for Information (RFI) serves to provide potential offerors with Small Rocket Program-Orbital (SRP-O) Agile Small Launch Operational Normalizer (ASLON)-45 draft mission requirements in order to obtain industry feedback that will allow the Government to prepare for official release of the Request for Proposal (RFP).
The Air Force Space and Missile Systems Center (SMC), Launch Systems Enterprise Directorate (LE), Experimental Launch and Test Division (LEX), Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM is interested in obtaining industry feedback on the potential SRP-O ASLON-45 mission contract DRAFT Sections L and M, Performance Work Statement (PWS), and the ASLON-45 Mission Requirement Document (MRD). Industry feedback focusing primarily on technical volume contents and corresponding page count and/or verbal proposal content and time limits, as well as technical factors and subfactors, is of particular interest. Please note that these documents are still in the draft stage, so comments regarding feasibility are welcome.
Acquisition Agility is an Air Force Strategic Master Plan (SMP) focus area and SRP-O and ASLON is a direct result of an Air Force Space Command (AFSPC) tasking on the prospects of an agile small launch.
The ASLON-45 Space Vehicle (SV) manifest will consist of multiple 3U and larger US Government cubesats to low earth orbit (LEO) at a 45 degree inclination. The Government requires a dedicated launch service; all payload capacity will be reserved for Government use. The Launch Service Contractor (LSC) will provide all required dispensers and perform all required payload integration and launch operations. ASLON will be a Mission Assurance (MA) Category 1 launch service, procured via C-Type, Firm-Fixed Price SRP-O contract.
Initial award of the ASLON-45 mission is anticipated third quarter 2019.
Interested parties are requested to provide comments to the draft documents (Attachments 1-3) in the comment resolution matrix (CRM), Attachment 4 to this posting via email to the email addresses below, no later than 30 calendar days after RFI posting to FBO. However, any comments provided earlier than the 30 days would be greatly appreciated. Please include a primary and secondary company POC that can provide clarification if necessary.
