This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of the Government’s intent to release a Request for White Paper (RWP) and Request for Prototype Proposal (RPP) to the NAMC membership. The RPP will be issued to the NAMC’s Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the RPP NAMC. The U.S. Army Combat Capabilities Development Command (CCDC), Ground Vehicle Systems Center (GVSC) intends to issue a Robotic Combat Vehicle-Light (RCV-L) project under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025. The GVS OTA was awarded under the authority of 10 U.S.C. § 2371b.

The Government is requesting NAMC members to provide four (4) Non-Developmental Item (NDI) RCV-L Surrogates for Government evaluation, test, and Manned-Unmanned Teaming (MUM-T) experimentation.

The RCV-L project will be solicited in two stages.

(1) For the first stage, the Government plans to issue an RWP approximately 17 June 2019 and follow with an invitation to participate in an Oral Review. Details pertaining to the date and format of Oral Review will be provided in the RWP. All NAMC members who submit a White Paper will be invited to participate in the Oral Review. Any NAMC member that does not participate in the Oral Review will not be eligible to participate in the second stage of RCV-L. The Government will assess the offeror’s White Paper in accordance with predetermined assessment criteria and select highly qualified offerors to participate in the second stage.

(2). For the second stage, the Government will issue an RPP to the selected offerors from first stage. The Government may award up to two agreements for RCV-L.

The Government may be interested in pursuing a follow-on production effort as a result of the RCV-L RPP. However, due to the technical and fiscal uncertainties, the Government does not have any estimated quantities or total value for the potential follow-on effort. The Government intends to provide more details in regards to a potential follow-on production effort in the RWP.

Industry is encouraged to provide comments on Attachment 1: RCV-L Distribution A Draft Requirements to the GVSC OTA-Lead, Strategic Operations, Mr. Larry Ross at larry.s.ross.civ@mail.mil within seven calendar days after this posting. Attachment 2: RCV-L Distribution-D Draft Requirements is available to Government contractors registered in the Joint Certification Program (JCP). Registered companies need to provide their active JCP number and CAGE code to GVSC OTA Technology Manager, Mrs. Tuyen Skorupski, at Tuyen.skorupski.civ@mail.mil for access.

Note: The Government will not reimburse contractors for any costs associated with preparing or submitting a response to this notice. The Government will not reimburse the RCV-L Oral Review attendees for any costs associated with their participation. The Oral Review and/or the information presented herein will not obligate the Government in any manner.
