This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of the Government’s intent to release a Request for White Paper (RWP) and Request for Prototype Proposal (RPP) to the NAMC membership. The RPP will be issued to the NAMC’s Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the RPP NAMC. The U.S. Army Combat Capabilities Development Command (CCDC), Ground Vehicle Systems Center (GVSC) intends to issue a Robotic Combat Vehicle-Medium (RCV-M) project under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025. The GVS OTA was awarded under the authority of 10 U.S.C. § 2371b.

The Government is requesting NAMC members to provide four (4) Non-Developmental Item (NDI) RCV-M Surrogates for Government evaluation, test, and Manned-Unmanned Teaming (MUM-T) experimentation.

The Government is requesting the following information to understand industry’s capabilities for the RCV-M acquisition approach.

1.) Does an NDI Platform serve as the foundation for your proposed approach to develop an RCV-M? If so, what is the base platform and what are the proposed modifications?

2.) Does a prototype or demonstrator of your proposed approach currently exist or is the platform near completion? If so, will you demonstrate its capabilities at your facility for the Government? Please provide the projected dates during which the Government can observe this demonstration. The demonstration will be at no cost to the Government.

3.) If the Government provides four (4) Government Furnished Equipment (GFE) Medium Caliber Turret (MCT)-30 turrets for integration on the RCV-M vehicles, what is the earliest schedule (in months after award) that you can deliver the four (4) integrated RCV-M vehicles? The proposed GFE delivery schedule consists of a total of four (4) turrets: two (2) turrets provided one (1) month after award, and two (2) turrets provided nine (9) months after award.

4.) If the NAMC member provides the turret of its choosing for integration on the RCV-M vehicles, when is the earliest time (expressed in months after award) that the Government can expect platform delivery?

5.) From your perspective, what are the primary drivers to schedule risk?
The Government will consider responses to these questions in the development of the procurement schedule associated with the RCV-M procurement. Responses shall be sent to the GVSC OTA-Lead, Strategic Operations, Mr. Larry Ross at larry.s.ross.civ@mail.mil no later than June 14, 2019.
The Government will solicit the RCV-M project in two stages.

• For the first stage, the Government will issue an RWP approximately June 28, 2019 and follow with an invitation to participate in an Oral Review. Details pertaining to the date and format of Oral Review will be provided in the RWP. All NAMC members that submit a White Paper will be invited to participate in the Oral Review. Any NAMC member that does not participate in the Oral Review will not be eligible to participate in the second stage of RCV-M. The Government will assess the offeror’s White Paper in accordance with predetermined assessment criteria and select most qualified offerors to participate in the second stage.

• For the second stage, the Government will issue an RPP to the selected offerors from the first stage. The Government may award up to two agreements for the RCV-M.

The Government may be interested in pursuing a follow-on production effort as a result of the RCV-M RPP. However, due to the technical and fiscal uncertainties, the Government does not have any estimated quantities or total value for the potential follow-on effort. The Government intends to provide more details in regards to a potential follow-on production effort in the RWP.

Industry is encouraged to provide comments on Attachment 1: RCV-M Distribution A Draft Requirements to the GVSC OTA-Lead, Strategic Operations, Mr. Larry Ross at larry.s.ross.civ@mail.mil no later than June 14, 2019. Attachment 2: RCV-M Distribution-D Draft Requirements is available to Government contractors registered in the Joint Certification Program (JCP). Registered companies need to provide their active JCP number and CAGE code to GVSC OTA Technology Manager, Mrs. Tuyen Skorupski, at Tuyen.skorupski.civ@mail.mil for access.
