1 Introduction

The intent of this RFI is to request Industry comments and introduce the Government’s desires for capabilities, and innovations in Air Vehicle Design, Engine Design, Mission Systems Development, Prime Systems Integration and Engineering and Software development environments as the Department of the Navy moves forward in development of the Attack Utility Replacement Aircraft (AURA) Program. NAVAIR plans to award Pre-Milestone A, Concept Advancement Contracts to multiple vendors in FY2020-23. The purpose of these contracts is to:
1) Mature select engineering & software development environments and technology bases;
2) Study potentials of Air Vehicle design, Engine design, and Systems Integration to increase competition in the market place.

2 RFI Respondent Instructions

Provide a statement requesting the Full RFI, along with: A) Company Name and address, B) Name, title, telephone number, fax number, and e-mail address of point of contact, C) CAGE Code and DUNS Number (if applicable), and D) Business type.

2.1 Proprietary information included in responses should be clearly marked. No classified documents shall be included in your response. Be advised all information submitted in response to the RFI becomes the property of the US Government (except properly marked proprietary information) and will not be returned. Multiple responses from different technology areas within a single respondent’s organization will be acceptable.

US Government support contractors will assist in the review of any data provided by respondents to this RFI. A non-disclosure agreement (NDA) has been signed by the support contractors with the U.S. Government that precludes them from disclosing any data outside of the U.S. Government. Accordingly, respondents are asked to provide concurrence in their submissions that the data submitted may be reviewed by U.S. Government Support Contractors. U.S. Government and Support Contractor personnel will handle all information as procurement sensitive information subject to the protections, restrictions and requirements set forth in FAR 3.104.

The U.S. Government requires one (1) electronic copy (compact disc) of the RFI response. The electronic copy of your response must be in Microsoft Office 2016 or Adobe Acrobat XI readable formats. Please provide your firm/company’s name and address, point of contract with telephone number and e-mail address.

2.2 Responses should be submitted to the address below no later than 4:00 PM EST, 22 November 2019 for Sections (in the Full RFI) 2-3 and 6-7, and by 1 January 2020 for responders to Sections 4-5.

Any questions on this RFI must be directed to Jeanette Moronta, Procurement Contracting Officer (PCO), via email at jeanette.moronta@navy.mil or to the address below, no later than 15 days after the RFI announcement. No questions will be accepted telephonically nor will any responses to questions be provided telephonically. Questions and answers will be posted within 15 days of submission. The Government intends to hold an industry day including one on one breakout sessions with the RFI respondents after November 25th, 2019. These sessions will be held either at the correspondents’ facility, or one mutually agreed upon. The Government reserves the right to edit and consolidate questions as necessary prior to posting to FBO.

The Government intends to host a WEBEX on Wednesday, October 30th to give an overview of its MBSE model and proposed Digital Environment. The Government will walk through how the Operational and System model was constructed, what expectations for information are at each level from industry, how the environment will be hosted and how the expected interactions would occur. The WEBEX will be limited to one entry per vendor to ensure adequate bandwidth/performance through the WebEx (multiple participates can attend at any given site, but through one WebEx account entry). The Government will take any questions prior to the meeting in order to ensure the maximum can be addressed throughout the presentation. Vendors can submit questions through COB Monday October 28sth. Questions can be submitted directly to Mr. Brendan Hayes email Brendan.Hayes.ctr@navy.mil. The presentation is expected to take 2 hours and no questions will be fielded during the brief, but can be submitted via WebEx interface to the presenter and will be addressed if time permits.
