President Donald J. Trump today invoked the Defense Production Act (DPA) to accelerate the production of ventilators and also the provision of N-95 respirators. Said a statement from the President:

“Today, I have issued an order under the Defense Production Act to more fully ensure that domestic manufacturers can produce ventilators needed to save American lives. My order to the Secretary of Health and Human Services and the Secretary of Homeland Security will help domestic manufacturers like General Electric, Hill-Rom, Medtronic, ResMed, Royal Philips, and Vyaire Medical secure the supplies they need to build ventilators needed to defeat the virus. I am grateful to these and other domestic manufacturers for ramping up their production of ventilators during this difficult time. Today’s order will save lives by removing obstacles in the supply chain that threaten the rapid production of ventilators.”

The two DPA Memoranda issued were:

  • The Memorandum on Order Under the Defense Production Act Regarding the Purchase of Ventilators directed that “the Secretary of Health and Human Services, in consultation with the Secretary of Homeland Security, shall use any and all authority available under the Act to facilitate the supply of materials to the appropriate subsidiary or affiliate of the following entities for the production of ventilators: General Electric Company; Hill-Rom Holdings, Inc.; Medtronic Public Limited Company; ResMed Inc.; Royal Philips N.V.; and Vyaire Medical, Inc.”
  • The Memorandum on Order Under the Defense Production Act Regarding 3M Company directed that “the Secretary of Health and Human Services, through the Administrator of the Federal Emergency Management Agency (Administrator), shall use any and all authority available under the Act to acquire, from any appropriate subsidiary or affiliate of 3M Company, the number of N-95 respirators that the Administrator determines to be appropriate.”
3M Company’s N-95 respirator mask
