The Air Force Research Laboratory/Information Directorate will be conducting a hybrid virtual and in person Industry Day on Wednesday, Dec 08, 2021 and Thursday, Dec 09, 2021 (same agenda each day) regarding Broad Agency Announcement (BAA) FA8750-22-S-7001 for the AFRL Fight Tonight (FT) program.  The purpose of this event is to provide interested companies/entities with an overview of the FT objectives in support of the upcoming Broad Agency Announcement Solicitation.

The objectives of the Industry Day is to promote engagements on specific areas of interest, promote teaming across potential performers, promote an early exchange of information, and provide an opportunity for both the Government and Industry to gather more information prior to the submission of white papers solicited on the https://sam.gov/content/home website. There will be One-on-One sessions after the presentations with the government. Signup times for the One-on-One sessions are part of the registration process.

DESCRIPTION:

The Fight Tonight program is a significant transformational 6.3 investment that seeks to revolutionize air operations planning by leveraging artificial intelligence, with an interactive game engine for building, rehearsing and assessing combat plans. This capability will enable combat planners to reason about plausible futures quickly to increase the planners’ confidence that they have crafted the best plan possible within the constraints of a highly dynamic conflict against peer adversaries. The goal is to provide a revolutionary capability to enable planners to rapidly explore and access plausible futures to select the best plan(s) given a dynamic environment.  This will accelerate the planning process and to allow the exploration of potential courses of action for the Air Operations Center (AOC) Strategy and Combat Plans divisions. The Strategy Division in the AOC converts guidance to objectives, performs mission analysis, course of action development, analysis and selection. These processes will be enhanced by tools that can generate and assess the feasibility of more plans than humans are capable of without the aid of technology. The Combat Plans Division develops detailed execution plans that meet the constraints of the operating environment, performing the detailed analysis and generation of artifacts for Air Tasking Order preparation and re-tasking. The complexity of these activities and the need for close collaboration are the main drivers for the 36 hours currently used to complete the Master Air Attack Plan (MAAP) process in the AOC.

Registration must be submitted no later than 4:00 EST on 01 December 2021.

The following COVID protocol guidelines are in effect at the Innovare Advancement Center /Griffiss Institute (IAC/GI).

• Masks are required for all Innovare Advancement Center/Griffiss Institute (IAC/GI) visitors, regardless of vaccination status, unless you are seated and properly socially distanced (6 ft) from other individuals.

  • The IAC/GI recommends that if you are feeling ill and have symptoms of COVID-19, like fever or cough, stay at home, & contact your doctor.

The Industry Day is unclassified and open to Department of Defense and U.S. DoD contractors only. In person, attendance is limited to two (2) individuals per CAGE code on a first come first serve basis. (Seating is limited, if you can’t attend in person, you will be offered to attend virtually) Virtual attendees will be emailed a link to join the event once vetted. Timely application submission and cutoff date through the above URL are absolutely required to ensure that your registration is processed in time for the event.

Check-in for in person attendance will be from 0830 to 0900, on each day at the Innovare Advancement Center. In person attendance requires 2 forms of Government-issued ID (E.g., CAC and Passport)

A general session will be held from 0900 to 1200. Written questions will be accepted and answered after a short recess. Attendees are encouraged to submit written questions in advance of the general session. One-on-One sessions between the government and potential offerors will be available. (15 Min each choose a time at registration) Offerors may email questions, prior to the day of the event 08 December 2021, to the Technical Points of Contact (TPOC) below.  When submitting questions please begin the subject line of the email with “FA8750-22-S-7001 Industry Day Question”.  The team will not directly respond with the answer to emailed questions.  All materials, questions, and answers will be distributed to the same mailing list that registered and were successfully vetted via cage code for the event.

After the Q&A are emailed to industry day registrants, Q&A that is emailed will not be updated. Any future changes to the BAA will be done via amendment to the BAA synopsis on sam.gov.  In order to ensure competitive integrity, the questions and answers will be without attribution.

The Fight Tonight BAA team realizes that some offerors may not be DoD contractors but would have viable solutions. Therefore, a “Contractor Teaming List” will be compiled and posted to sam.gov under this solicitation after Industry Day. To apply for the Contractor Teaming List (CTL) simply select the CTL box and fill out the form on the registration page. It is envisioned that this list will aide in teaming between DoD contractors and Non-traditional DoD contractors (Ex. gaming industry leaders) which is highly encouraged.

Note: This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind.  The Government will not assume liability for costs incurred by any attendee for presentations, marketing efforts or data offered for examination.
